Honestly, I totally agree with your post but obviously the situation was never bad enough to think about hard cuts and now that severity is reaching critical levels there is probably no time for a strategic, well-defined solution that pleases everybody. Especially as finding such a solution (or solutions) could possibly take ages when every stakeholder is somehow involved. Bugger.
